The study documents institutional collaboration networks, project implementation patterns, and analytical capacities relevant to agricultural and food systems policy research across AU and EU member countries. Key components of the report include: Mapping of institutional projects, programmes, and policies Analysis of collaboration networks using Social Network Analysis (SNA) and UCINET software Assessment of: Funding sources and thematic priorities, Economic modelling tools and analytical capacities, Institutional sustainability and project duration, Stakeholder engagement mechanisms; Comparative analysis of regional policy and institutional capacities across Africa Review of project alignment with institutional mandates and strategic goals Identification of capacity gaps and opportunities for strengthening evidence-based policymaking Examination of project success rates, implementation challenges, and collaboration dynamics across PANAP and non-PANAP institutions The report emphasizes that most ongoing projects are concentrated in thematic areas such as sustainable agriculture, agroecology, climate adaptation, and food security. It also highlights the predominance of short- to medium-term projects (2–4 years), noting implications for long-term policy influence, institutional capacity building, and sustainability. The publication is intended for policymakers, researchers, development practitioners, regional organizations, and institutions involved in agricultural transformation, food systems research, and evidence-based policy development across Africa and Europe. | |
| dc.description.abstract | This report presents a comprehensive mapping of policies, projects, and programmes implemented by institutions within and outside the PANAP network under the StEPPFoS initiative. Using cross-sectional online surveys, desk reviews, and social network analysis, the study assesses institutional collaboration patterns, thematic focus areas, funding mechanisms, economic data usage, and modelling practices across African Union (AU) and European Union (EU) institutions. The findings show that most projects focus on food systems, agroecology, climate resilience, food security, and poverty reduction, reflecting priorities within EU–AU development cooperation frameworks. The report identifies strong engagement from African institutions, particularly in West and East Africa, but highlights disparities in institutional capacity, policy integration, and long-term project sustainability. It further demonstrates the importance of regional and international collaboration, institutional alignment with mandates, and evidence-based policymaking for sustainable food systems transformation in Africa. | |
