dc.descriptionThe Action Plan establishes a 10-year continental agenda for addressing Africa's fertilizer and soil health challenges. It seeks to support sustainable increases in agricultural production without continued expansion of cultivated land, while improving food and nutrition security, livelihoods, climate resilience, biodiversity and sustainable natural-resource management. The document identifies the need to move beyond fertilizer availability alone toward an integrated approach involving: sustainable soil management; integrated soil fertility management; efficient use of mineral and organic fertilizers; biofertilizers, biostimulants and recycled nutrient sources; soil and water management; digital soil information and monitoring systems; context-specific fertilizer and soil health recommendations; research, development and extension; strengthened soil and fertilizer laboratory capacity; agricultural advisory and last-mile delivery systems; policy and regulatory reform; financing and investment; and regional and continental knowledge exchange. The Action Plan's vision is to accelerate inclusive agricultural growth and transformation and contribute to ending hunger and poverty. Successful implementation is expected to result in increased soil health, higher crop productivity and production, sustainable agrifood systems, greater climate resilience, and improved food and nutrition security across the continent. The Action Plan identifies two overarching objectives: 1. Increase access to, affordability and use of sustainable soil management practices, including efficient use of organic and mineral fertilizers; and 2. Enhance capacity for soil health and sustainable soil management, including strengthening extension services for sustainable management and efficient use of organic and mineral fertilizers. Implementation is expected to rely on multi-stakeholder partnerships and investments spanning policy, finance, markets, research and development, extension and capacity development. Particularly relevant to digital agriculture and knowledge management, the Plan calls for continental, regional and national soil information systems using modern digital technologies, common soil-health indicators, monitoring systems and decision-support tools.
dc.description.abstractThe Africa Fertilizer and Soil Health Action Plan: 2024–2034 provides a continental framework for improving soil health, fertilizer access, affordability and efficiency, and sustainable agricultural productivity across Africa. Developed in the context of the Africa Fertilizer and Soil Health Summit held in Nairobi, Kenya, in May 2024, the Action Plan builds on previous continental commitments, including the 2006 Abuja Declaration, and responds to persistent challenges of soil degradation, nutrient depletion, low agricultural productivity, food insecurity, climate change and vulnerability to external fertilizer market shocks. The Action Plan adopts an integrated soil fertility management perspective that combines efficient mineral and organic fertilizers with improved seeds, water-use efficiency, sustainable soil management and other complementary interventions. Its overall goal is for African soils to become healthier and sustainably contribute to agricultural growth and environmental resilience. The framework is organised around four principal outcomes: strengthened policies, investment, finance and markets; improved access to and affordability of fertilizers; greater efficiency, resilience and sustainable use of fertilizer inputs alongside enhanced soil health interventions; and strengthened institutional and human capacity for sustainable soil health and fertilizer management.
